摘要:
目的：研究大病保险制度可持续发展的影响因素，为完善制度提供参考。方法：对医保部门、保险机构相关人员进行访谈，运用扎根理论对访谈资料进行逐级编码，构建大病保险制度可持续性影响因素模型。结果：通过编码得到31个基本范畴、7个主范畴、3个核心范畴，核心范畴为“系统集成”“政策执行”“运行环境”。结论：现阶段大病保险制度在3个核心范畴上存在不足，应加强顶层设计、打好政策组合拳，促进多元主体协同、实现社商优势互补，优化制度运行环境、提升公众参与度。
Abstract:
Objective To explore the influencing factors of the sustainability of the critical illness insurance system, and to provide reference for the improvement of the system. Methods Interviews were conducted with relevant persons of medical insurance departments and commercial insurance institutions, and the interview data were coded step by step using grounded theory, and the influencing factor model of the sustainability of critical illness insurance was constructed. Results 31 basic categories, 7 main categories and 3 core categories were obtained through coding, and the core categories were "system integration", "policy implementation" and "operating environment". Conclusion At the present stage, there are deficiencies in the three core categories of critical illness insurance system. It is necessary to strengthen the top-level design, make a good policy combination, promote the synergy of multiple subjects, achieve the complementary advantages of the social and commercial sectors, optimize the operating environment of the system, and enhance public participation.
