目的：分析我国医保基金智能监管政策文本，为完善政策提供参考。方法：选择2009年后发布的国家及省级医保基金智能监管政策文本21份，构建“政策工具—政策主体—政策落点”三维分析框架，使用内容分析法进行量化研究。结果：我国医保基金智能监管政策工具主要是命令及规制性工具（72.20%），政策主体以多主体为主（61.41%），政策落点集中在事后监管（88.80%）。结论：我国医保基金智能监管政策应提升政策工具之间的配合，增加激励性工具、信息及劝诫性工具的使用；进一步提升社会力量的参与度；加强事前提醒和事中监管；同时，强化政策工具的动态适应性，确保技术创新与政策实施同步。
Abstract:
Objective To analyze intelligent supervision policy texts for China's medical insurance fund, and to provide references for policy improvement. Methods 21 national and provincial-level policy texts on intelligent supervision for medical insurance funds issued after 2009 were selected. A three-dimensional analytical framework of "policy tools-policy subjects-policy focus" was constructed, and content analysis method was used for quantitative research. Results The primary policy tools in intelligent supervision for China's medical insurance funds were command and regulatory tools(72.20%). In terms of policy subjects, multi-subject involvement had the highest proportion (61.41%). The policy focus was predominantly on post-event supervision (88.80%). Conclusion It is necessary to enhance the coordination among policy tools, increase the use of incentive-based tools, information-based tools and advisory tools, further enhance the participation of social forces; strengthen pre-event reminders and in-process supervision, and simultaneously strengthen the dynamic adaptability of policy tools to ensure synchronization between technological innovation and policy implementation.
