摘要:
在紧密型县域医共体建设背景下，中心乡镇卫生院的功能价值主要体现在结构、过程、利益三个核心维度上，分别对应基础医疗保障服务能力、公共卫生服务提供能力、医疗卫生创新发展能力。据此，提出中心乡镇卫生院服务能力提升的实现路径：通过组织架构的紧密联结和信息资源的紧密互通，实现“结构上的紧密联结”；通过医疗业务协作、医防融合服务、人才双向流动，实现“过程上的紧密互动”；通过医保支付对改革、激励机制创新，实现“利益上的紧密契合”。
Abstract:
Under the context of the construction of compact county-level medical community, the functional value of central township health centers primarily manifests in three core dimensions of structure, process, and benefits, corresponding to basic medical care service capacity, public health service provision capacity, and healthcare innovation development capacity. Based on this, the implementation path for improving the service capacity of central township health centers is proposed. Central township health centers need to achieve "close connection in structure" through the close connection of organizational structure and the close exchange of information resources, achieve "close interaction in the process" through medical business collaboration, integrated services of treatment and prevention and two-way talent flow, and achieve "close alignment of interests" through medical insurance payment reforms and innovative incentive mechanisms.
