摘要:
在公立医院高质量发展与绩效考核全面推进的政策背景下,构建高效的运营管理体系已成为深化改革的关键。案例医院以数据赋能为主线,围绕“目标拆解—数据监管—绩效闭环”三大核心环节,重塑运营管理模式:建立医院、科室、医疗组三级目标传导机制,实现战略目标精准落地;搭建人工洞察(MI)、商业智能(BI)、人工智能(AI)三维数据分析框架,实现情景识别、实时监管、智能预警;完善月度敏感指标、年度综合指标绩效考核闭环,形成以战略目标为导向的绩效考核机制,显著提升了医院运营管理水平,为公立医院运营管理转型升级提供了实践经验。
Abstract:
Under the policy background of the comprehensive promotion of high-quality development and performance evaluation in public hospitals, building an efficient operational management system has become the key to deepening reforms. The case hospital focuses on data empowerment and reshapes its operational management model around the three core links of "target decomposition - data supervision-performance closed-loop", including establishing a three-level goal transmission mechanism at hospital, department, and medical team levels to achieve precise implementation of strategic goals, building a three-dimensional data analysis framework for manual insight (MI), business intelligence(BI), and artificial intelligence(AI) to achieve scenario recognition, real-time monitoring, and intelligent warning, and improving the performance evaluation loop of monthly sensitive indicators and annual comprehensive indicators to form a performance evaluation mechanism guided by strategic goals. These measures have significantly improved operational management level of the hospital, providing practical experience for the transformation and upgrading of operational management of public hospitals.
