摘要:
目的：构建卫生服务体系发展指数指标体系并进行实证研究，评价各省（区、市）卫生服务体系发展状况。方法：基于“结构—过程—结果”模型，采用文献研究法和德尔菲法确定卫生服务体系发展指数指标体系，使用层次分析法确定指标权重，采用聚类分析剖析不同地区卫生服务体系的发展特点。结果：卫生服务体系发展指数指标体系包含3个一级指标、11个二级指标、20个三级指标，经测算，我国各省（区、市）卫生服务体系发展指数为89.97~100.00。结论：我国卫生服务体系发展指数地区之间差异显著；国家层面应加大卫生资源投入力度，各地应立足实际，构建优质高效的卫生服务体系，提升卫生服务整体效能。
Abstract:
Objective To construct an indicator system for the healthcare system development index and conduct empirical research, and to evaluate the development status of the healthcare system in provinces(autonomous regions and municipalities). Methods Based on the "structure-process-outcome" model, the indicator system was determined using literature review and the Delphi method. The analytic hierarchy process(AHP) was employed to determine indicator weights, and cluster analysis was used to examine the development characteristics of the healthcare systems in different regions. Results The indicator system for the healthcare system development index comprised 3 primary indicators, 11 secondary indicators, and 20 tertiary indicators. The calculation results indicated that the scores of the total index ranged from 89.97 to 100.00. Conclusion Significant regional disparities exist in healthcare system development indices in China. The national level should increase investment in health resources, while local regions should build high-quality and efficient healthcare systems based on their actual conditions to enhance the overall effectiveness of healthcare services.
