当前，中医医疗服务价格项目立项指南的落地实施面临诸多关键问题：如何权衡“规范整合”与“特色彰显”的关系，如何权衡“整合前后的中医项目收费水平大致相当”与“体现技术劳务价值”的关系，如何规避“规范整合”可能带来的中医医疗机构西医化风险，如何科学制定中医医疗服务项目政府指导价，以及如何实现整合前后中医医疗机构内部管理数据的有效衔接。对此，需要从彰显特色、体现技术劳务价值、基金安全、科学定价等角度深入分析深层次原因，并研究提出相应的解决路径。
Abstract:
The implementation of the project approval guidelines for medical service pricing items of traditional Chinese medicine (TCM) directly impacts the vital interests of medical service providers of TCM, concerns the reform of medical service prices and the development of TCM industry. At present, the implementation of the project approval guidelines faces several critical challenges, such as how to balance the relationship between "standardized integration" and "characteristic manifestation", how to balance the relationship between "roughly equivalent charging levels of TCM items before and after integration" and "reflecting the value of technical labor services", how to avoid the risk of westernization of TCM medical institutions that that may arise from "standardized integration", how to scientifically formulate government guidance prices for TCM medical service items, and how to achieve effective connection of internal management data of TCM medical institutions before and after integration. To address these challenges, it is necessary to deeply analyze the underlying reasons from the perspectives of highlighting characteristics and integrating norms, reflecting the value of technical labor, fund security, and scientific pricing, and study and propose corresponding solutions.
