目的：评价临床科室运营效率，探索建立以运营效率为导向的临床科室资源配置调整机制。方法：采用DEA-BCC模型分析临床科室的运营效率，运用Malmquist指数模型对临床科室的运营效率进行分解。结果：样本医院总体运营效率保持较高水平，临床科室处于规模报酬不变或递减状态；2024年上半年和2021年上半年，资产维度的投入冗余比例较高；Malmquist指数分解显示，技术进步对全要素生产率提升的贡献最大。结论：样本医院应重视技术进步和人才结构升级，突破运营效率瓶颈；推行数智化共享管理模式，破解资产冗余难题；由“增量扩容”转向“结构优化”，提升资源利用效率；实行DEA动态监测与跨科室对标协作，持续改善科室运营管理，最终形成可复制的医院运营管理经验。
Abstract:
Objective To evaluate the operational efficiency of clinical departments, and to explore the establishment of an operational efficiency-oriented resource allocation adjustment mechanism for clinical departments. Methods The DEA-BCC model was applied to analyze the operational efficiency of clinical departments, and the Malmquist index model was used to decompose the operational efficiency of clinical departments. Results The sample hospital maintained high overall operational efficiency, with clinical departments exhibiting constant or decreasing returns to scale. In the first half of 2024 and 2021, the proportion of redundant inputs in the asset dimension was relatively high. The Malmquist index decomposition revealed that technological progress contributed most significantly to total factor productivity growth. Conclusion The sample hospital should prioritize technological advancement and talent structure upgrading to overcome operational efficiency bottlenecks, implement digital-intelligent shared management models to resolve asset redundancy issues, shift from "incremental expansion" to "structural optimization" to enhance resource utilization efficiency, and adopt DEA dynamic monitoring and cross-departmental benchmarking collaboration to continuously improve departmental operational management, so as to ultimately form replicable hospital operational management practices.
