摘要:

当前，公立医院临床业务管理面临着诸多问题与挑战：如何优化与调整医疗业务结构，如何激发专病诊疗技术拓展的积极性，如何高效配置与利用专科资源，医院管理部门与临床业务部门如何高效协同，等等。对此，医院应围绕专科发展，优化或重构内部管理机制，实施以技术发展驱动业务结构精准优化的管理策略，建立以业务发展为导向的绩效薪酬管理体系，构建基于业务产出价值配置资源的管控体系，建立职能部门与业务部门协同联动机制，推动临床专科高质量发展。

Abstract:

At present, public hospitals are faced with many problems and challenges in the daily clinical business management practice, such as how to optimize and adjust the medical business structure, how to stimulate the enthusiasm of the development of special disease diagnosis and treatment technology, how to efficiently allocate and utilize specialized resources, and how to efficiently cooperate between hospital management and clinical business departments. In this regard, it is necessary to optimize or restructure the internal management mechanism centering on the development of specialties, and implement a number of practical management measures such as the management strategy of precise optimization of business structure driven by technology development, the establishment of a performance-based salary management system oriented by business development, the construction of a management and control system based on business output value allocation of resources, and the establishment of a synergistic mechanism for functional department management and cooperation, to promote the high-quality development of clinical specialties.
