摘要:
目的：分析我国基本公共卫生服务高质量发展的理论演进与内涵体系。方法：通过政策梳理与文献研究，厘清基本公共卫生服务高质量发展的演进脉络，从“价值—结构—功能—过程—结果”维度构建基本公共卫生服务高质量发展内涵体系。结果：基本公共卫生服务历经政府主导、责任缺失、政策扶持以及均等化发展四个阶段，其高质量发展的内涵特征包括价值引领、结构重塑、功能定位、过程再造、结果全面五个层面。结论：基本公共卫生服务高质量发展需以居民健康为中心，多元参与主体协同推进；应构建紧密合作的网络体系，激活居民主动参与意识，提升基层卫生人员职业效能感。
Abstract:
Objective To analyze the theoretical evolution and connotation system of high-quality development of basic public health services in China. Methods Through policy review and literature research, the theoretical evolution of high-quality development of basic public health services was clarified. The connotation system of high-quality development of basic public health services was constructed from the dimensions of "value-structure-function-process-outcome". Results The theoretical evolution of high-quality development of basic public health services had undergone four stages of government-led, responsibility-deficient, policy-supported, and equal development. The characteristics of high-quality development encompassed five levels: value-driven, structural restructuring, functional positioning, process reengineering, and comprehensive outcomes. Conclusion To promote the high-quality development of basic public health services, it is necessary to focus on residents' health, involve multiple participating entities to collaborate, build a closely cooperative network system, activate residents' active participation awareness, and enhance the professional efficacy of primary healthcare personnel.
