摘要:
目的：探讨医养结合机构服务延伸的机理与梗阻，提出优化路径。方法：采用PEST分析方法，从政治、经济、社会和技术四个方面剖析医养结合机构服务延伸存在的问题。结果：医养结合机构具有医养资源整合优势，也具备政策支持、社会需求、市场前景等外部有利条件，但在政策落实中存在困难。结论：医养结合机构服务延伸符合老年人健康需求，应在政策上整合机构，细化标准；在经济上强调普惠，保障基本；在社会支持上实现线下线上相结合，并与医疗机构联合延伸；在技术上外借内创，以人为本，加快发展医养结合新模式。
Abstract:
Objective To explore the mechanism and obstruction of service extension of integrated medical and elderly care institutions, and to propose optimization pathways. Methods The PEST analysis was used to examine challenges in service extension of integrated medical and elderly care institutions. Results The integrated medical and elderly care institutions had the advantage of integrating medical and elderly care resources, as well as favorable external conditions such as policy support, social demand, and market prospects. However, there were difficulties in implementing the policies. Conclusion It is necessary to integrate institutions and refine standards in policy, emphasize inclusiveness and ensure basic needs in economy, achieve a combination of online and offline activities and jointly extend with medical institutions in social support, and leverage external resources and internal innovation and adhere to people-oriented in technology, so as to accelerate the development of a new model of integration of medical and elderly care.
