国谈药“双通道”管理机制的落地意义重大。目前，北京市国谈药“双通道”政策的衔接仍需完善，医院执行“双通道”政策的药品占比不高，多院区医院很难解决周边药店配套问题，药店参与“双通道”遴选的热情不高，药品配送环节流程不通畅，门诊输注类药品用药相对复杂，以及不同医保类型患者就医体验感差异明显。对此，北京市在DRG改革中应关注对“双通道”药品使用的考量，统一医保信息系统，构建“双通道”协议药店线上平台，打通“互联网+医药”全线上流程，在医院增设智能药柜、设置日间输注中心，以及发挥商业医疗保险的作用，从而推动“双通道”管理机制顺利落地，切实提高国谈药可及性，满足患者用药需求。
Abstract:
The significance of the implementation of the "dual-channel" management mechanism for national negotiating medicines is significant. At present, the integration of national negotiating medicine "dual-channel" policy requires refinement in Beijing. The proportion of medicines implementing the "dual-channel" policy in hospitals is not high. It is difficult for hospitals with multiple sites to solve the problem of supporting pharmacies in the surrounding areas. The pharmacies show low enthusiasm for participating in "dual-channel" selection. The process of medicine delivery is not smooth, and the use of outpatient infusion medicines is relatively complex. Patient experiences vary significantly across different medical insurance types. To address these challenges, in the DRG reform in Beijing, it is necessary to pay more attention to the consideration of the use of "dual-channel" medicines, unify the medical insurance information system, build an online platform for "dual-channel" protocol pharmacies, open up the whole line process of "Internet +Medicine", add smart medicine cabinets and set up daytime infusion centers in hospitals, and play the role of commercial medical insurance, so as to promote the smooth implementation of the "dual-channel" management mechanism, effectively improve the accessibility of national negotiating over medicines, and meet the medicine demand of patients.
