摘要:
目的：对护理类医疗服务价格项目立项指南落地后各省护理类服务价格调整进行比较分析，为完善护理服务价格体系提供参考。方法：系统梳理政策框架，收集27个省（区、市）护理类服务项目价格调整信息，对项目定价水平、调价策略及区域差异等进行综合分析。结果：各省护理类服务项目整合比较规范，实现了价格的结构性调整；但也存在护理类服务项目价格与其内在价值系统性偏离，各省调价力度、进度不一致，项目价格与区域经济发展水平不匹配等问题。结论：当前护理类服务项目价格改革取得了初步进展，但尚未解决定价科学性与区域平衡性问题；应构建价值评估标准，建立动态调价机制，强化区域协调与监测评估协同改革，逐步健全护理类服务价格体系，切实推动护理价值回归。
Abstract:
Objective To conduct a comparative analysis of nursing service price adjustments across provinces following the implementation of the Project Approval Guidelines for Nursing Medical Service Price Items, providing references for improving the nursing service pricing system. Methods The policy framework was systematically reviewed, and price adjustment information for nursing service items from 27 provinces(autonomous regions and municipalities) was collected. A comprehensive analysis was conducted on project pricing levels, adjustment strategies, and regional disparities. Results Provinces demonstrated standardized integration of nursing service items and achieved structural price adjustments. However, several issues persist: a systematic deviation between nursing service prices and their intrinsic value, inconsistency in the intensity and pace of price adjustments across provinces, and a mismatch between project prices and regional economic development levels. Conclusion Preliminary progress has been made in the current reform of nursing service pricing, yet issues of pricing scientificity and regional balance remain unresolved. It is recommended to establish value assessment standards, create dynamic price adjustment mechanisms, strengthen regional coordination and monitoring evaluation, gradually improve the nursing service pricing system, and effectively promote the return of nursing value.
