产科类立项指南将产科类医疗服务价格项目整合为30项，截至2025年3月底，10个省（区、市）完成了产科类立项指南的对接落地。研究发现，10个省（区、市）产科类价格项目的价格水平整体波动较大，极差系数在39%~240%，变异系数在12%~85%；各地对加收项的管理规定也有一定差异。未来应合理调控价格项目地区差异，构建精细化的分层价格体系；推动医保支付方式改革与价格改革协同，追求临床价值、医保基金可持续、社会效益三重目标的再平衡。
Abstract:
The Obstetric Project Approval Guidelines integrate obstetric medical service price items into 30 main projects. As of the end of March 2025, 10 provinces(autonomous regions and municipalities) have completed the implementation of the guidelines. The study finds that the price levels of obstetric price items in these 10 provinces show significant overall fluctuation, with range coefficients between 39% and 240% and coefficients of variation between 12% and 85%. There are also certain differences in management regulations for additional charge items across regions. In the future, it is necessary to reasonably regulate regional differences in price items and construct a refined tiered pricing system. It is also essential to promote coordination between medical insurance payment method reform and price reform, pursuing a re-balancing of the triple goals of clinical value, sustainability of medical insurance funds, and social benefits.
