摘要:
新质生产力通过科技创新、要素协同、模式进化与制度适配，驱动社区医养结合效能提升。徐州市的实证研究显示，当前新质生产力赋能社区医养结合存在劳动资料浅层应用、劳动者转型断层、劳动对象能动性缺失、要素协同系统性不足等困境。对此，可构建“三级圈层逻辑模型”，以新质生产力为核心驱动层，以劳动资料数智再造、劳动者素质升级、劳动对象全场景延伸为要素改造层，以“云—边—端”智慧服务链与“政府—市场—社会”多元协作网为协同实现层，最终实现社区医养结合服务质效的持续提升。
Abstract:
New quality productive forces drive the enhancement of community-based integration of medical and elderly care through technological innovation, factor synergy, model evolution, and institutional adaptation. Empirical research in Xuzhou City reveals that current challenges in empowering community-based integration of medical and elderly care with new quality productive forces include the superficial application of labor materials, a transitional gap in the workforce, a lack of initiative among labor objects, and insufficient systemic synergy among factors. In response, a "three-level circular logic model" can be constructed, with new quality productive forces serving as the core driving layer, the digital-intelligent reengineering of labor materials, upgrading of workforce quality, and full-scenario extension of labor objects as the factor transformation layer, and the "cloud-edge-terminal" smart service chain along with the "government-market-society" multi-stakeholder collaboration network as the synergy realization layer. This model ultimately aims to achieve continuous improvement in the quality and efficiency of community-based integration of medical and elderly care services.
