目的：分析城乡三级医养结合服务体系的供给困境，提出优化建议。方法：基于湖北省2020年人口普查年鉴及实地调研数据，对恩施土家族苗族自治州医养结合机构布局和服务供给情况进行分析。结果：恩施土家族苗族自治州医养结合机构布局失衡、服务供给不足、政策保障不完善、特色资源利用不充分，亟须构建完善“市区—乡镇—村”三级医养结合服务体系。结论：明确“市区—乡镇—村”三级医养结合服务体系的功能定位，健全多方协同的政策保障机制，推动中医药、康养、旅游产业融合发展，从而积极应对老龄化挑战、实现乡村振兴战略目标。
Abstract:
Objective To analyze the supply challenges of the three-tier integrated medical and elderly care service system in urban and rural areas, and to propose optimization recommendations. Methods Based on data from the 2020 Hubei Provincial Population Census Yearbook and field research, the spatial layout and service supply of integrated medical and elderly care institutions in Enshi Tujia and Miao Autonomous Prefecture was analyzed. Results In Enshi Prefecture, There were problems in integrated medical and elderly care institutions, including imbalanced layout, insufficient service supply, imperfect policy support, and insufficient resource utilization. It was urgent to build a comprehensive three-tier integrated medical and elderly care service system at the "urban-township-village" level. Conclusion It is necessary to clarify the functional positioning of the three-tier integrated medical and elderly care service system, establish the policy guarantee mechanism for multi-party collaboration, and promote the integrated development of traditional Chinese medicine, health and wellness, and tourism industries, so as to actively address population aging challenges and achieve rural revitalization.
