目的：探讨影响天津市卫生资源配置和经济发展耦合协调水平的组态路径，为卫生资源有效配置提供理论参考。方法：基于TOE理论框架，采用熵值法、耦合协调度模型、动态QCA分析等方法，以天津市2014—2023年16个地区的面板数据为样本，从技术、组织、环境三个条件维度分析卫生资源配置与经济发展的耦合协调水平。结果：2014—2023年，天津市卫生资源配置与经济发展耦合协调水平整体呈上升趋势，但区域间差异显著；高水平耦合协调驱动路径有“技术—组织驱动型”“技术—环境驱动型”和“技术—组织—环境多元驱动型”；组间和组内结果分析表明，组态路径不存在时间效应，部分存在空间异质性。结论：为提升卫生资源配置与经济发展的耦合协调水平，各地应强化技术条件的多元协同，均衡区域资源配置，建立动态政策响应机制，强化环境与需求的适配性。
Abstract:
Objective To explore the configurational paths influencing the coupling coordination level between health resource allocation and economic development in Tianjin, and to provide a theoretical reference for the effective allocation of health resources. Methods Based on the TOE theoretical framework, the entropy method, coupling coordination degree model, and dynamic qualitative comparative analysis (QCA) were adopted. Using panel data from 16 districts in Tianjin from 2014 to 2023 as samples, the coupling coordination level between the two systems of health resource allocation and economic development was analyzed from three conditional dimensions: technology, organization, and environment. Results From 2014 to 2023, the overall coupling coordination level between health resource allocation and economic development in Tianjin showed an upward trend, but significant inter-regional disparities existed. There were three driving paths for high-level coupling coordination: technology-organization-driven, technology-environment-driven, and technology-organization-environment multi-dimensional driven. Inter-group and intra-group analyses indicated that the configurational paths exhibited no temporal effects, while some showed spatial heterogeneity. Conclusion To improve the coupling coordination level between health resource allocation and economic development, all districts should strengthen the multi-dimensional synergy of technological conditions, balance regional resource allocation, establish a dynamic policy response mechanism, and enhance the adaptability between the environment and demand.
