摘要:
世界卫生组织提出的积极老龄化理念，强调“参与、健康、保障”。荷兰作为第一个建立强制性长期照护保险制度的国家，在老年人护理服务的发展探索中形成了领先的经验。中国与荷兰虽然国情差异显著，但健康养老服务的发展方向具有趋同性。借鉴荷兰经验，我国可从强化健康支撑、深植参与理念、夯实保障体系三个方面，完善失能老人长期护理服务体系，推动实现积极老龄化的目标。
Abstract:
The concept of active aging proposed by the World Health Organization emphasizes "participation, health, and security". As the first country to establish a mandatory long-term care insurance system, the Netherlands has developed leading experience in the exploration of elderly care services. Although there are significant differences in national conditions between China and the Netherlands, the development direction of health and elderly care services shows convergence. Drawing on the Netherlands experience, China can improve its long-term care service system for the disabled elderly and advance the goal of active aging from three aspects: strengthening health support, deeply embedding the concept of participation, and consolidating the security system.
