摘要:

当前，公立医院健康数据的资产化治理正处于快速发展与攻坚克难的重要阶段，机遇与挑战并存。内部治理方面，存在人才资金短缺、数据质量参差、系统设施落后等问题；外部治理方面，面临患者信任不足、区域协同受阻、规则指引欠缺等难题。对此，公立医院亟须完善健康数据资产化治理的顶层设计，推进标准化建设，健全制度体系，规范管理流程，优化数据流通和收益分配机制，并加强相关人才培养，促进健康数据资产合规、高效流通使用，释放数据价值，赋能健康中国建设。

Abstract:

At present, the asset-based governance of health data in public hospitals is in a critical phase of rapid development and overcoming difficulties, presenting both opportunities and challenges. In terms of internal governance, there are some issues such as shortages of talent and funding, inconsistent data quality, and outdated systems and infrastructure. In terms of external governance, there are some challenges including insufficient patient trust, obstacles to regional collaboration, and a lack of regulatory guidelines. In response, public hospitals urgently need to improve the top-level design of health data asset governance, advance standardization efforts, strengthen institutional frameworks, standardize management processes, optimize data circulation and revenue distribution mechanisms, and enhance the training of relevant personnel. This will promote the compliant and efficient circulation and utilization of health data assets, unlock data value, and empower the construction of a Healthy China.
