摘要:
在国家创新驱动发展战略指引下，公立医院科技成果转化已成为提升医疗服务效能、增强医院核心竞争力的关键抓手。基于全流程管理视角，当前公立医院科技成果转化在财务管理上面临困境，如会计核算不规范、成本核算不准确、资产管理不明确、财会监督机制缺失等，其本质是公立医院公益性定位与科技成果转化市场化运作之间的内在矛盾。对此，政府层面应解决制度供给问题，财务部门应充分发挥业财融合优势，主动嵌入科技成果转化全流程，深度参与并提供财务支撑，持续完善涵盖成本核算、监督、激励的财务治理体系，为公立医院在创新驱动发展战略下实现高质量转型提供坚实的财务保障。
Abstract:
Guided by the national innovation-driven development strategy, the transformation of scientific and technological achievements in public hospitals has become a key means to enhance the efficiency of medical services and strengthen the core competitiveness of hospitals. From a full-process management perspective, the transformation of scientific and technological achievements in public hospitals currently faces financial management challenges, such as non-standardized accounting practices, inaccurate cost accounting, unclear asset management, and a lack of financial and accounting supervision mechanisms. The essence lies in the inherent contradiction between the public welfare orientation of public hospitals and the market-oriented operation of the transformation of scientific and technological achievements. In response, the government should address the issue of institutional supply, while the finance department should fully leverage the advantages of business-finance integration, proactively embed themselves in the full-process of t the transformation of scientific and technological achievements, participate deeply and provide financial support, and continuously improve the financial governance system which encompasses cost accounting, supervision, and incentives, so as to provide solid financial security for public hospitals to achieve high-quality transformation under the innovation-driven development strategy.
