目的：分析我国中医医院的资源配置效率及其影响因素，为优化中医医院资源配置、推动中医医院高质量发展提供参考。方法：综合采用超效率SBM模型、Shapley值分解法等研究方法，测算2012—2023年我国30个省（区、市）的中医医院资源配置效率，分析地区差异及其形成机制。结果：2012—2023年，我国中医医院资源总量呈波动增长态势，但资源配置效率整体下行，从0.708下降至0.624，呈现“东部—中部—西部—东北”依次递减的梯度分布，仅上海、江苏长期处于生产前沿面，地区间差异显著；地区生产总值和每万人卫生技术人员数是影响地区间效率差异的主要因素，平均贡献度分别为42.63%和40.49%，城镇化率和每万人医疗机构床位数的平均贡献度分别为9.24%和7.64%，东部和西部地区的效率差异主要受城镇化进程影响，东北地区主要受床位资源结构性矛盾影响，且城镇化率和床位数在多数地区对效率呈负向影响。结论：中医医院效率提升需兼顾共性规律与区域异质性，既要发挥经济水平与人力资源的核心支撑作用，也要针对不同区域的核心矛盾实施差异化策略，通过内涵式发展、差异化施策、区域协同发展等，破解资源配置不平衡不充分问题，推动中医医院高质量发展。
Abstract:
Objective To analyze the resource allocation efficiency and its influencing factors in traditional Chinese medicine (TCM) hospitals in China, providing references for optimizing resource allocation and promoting high-quality development. Methods The super-efficiency SBM model and Shapley value decomposition method were comprehensively employed to measure the resource allocation efficiency of TCM hospitals in 30 provinces (autonomous regions and municipalities) from 2012 to 2023, and analyze regional differences and their formation mechanisms. Results The results showed that from 2012 to 2023, the total resources of TCM hospitals in China exhibited a fluctuating growth trend, but the overall resource allocation efficiency declined from 0.708 to 0.624, presenting a gradient distribution of "eastern-central-western-northeastern" in descending order. Only Shanghai and Jiangsu remained on the production frontier for a long time, with significant inter-regional differences. Regional GDP and the number of health technicians per 10 000 people were the main factors influencing inter-regional efficiency differences, with average contribution rates of 42.63% and 40.49%, respectively. The average contribution rates of urbanization rate and the number of hospital beds per 10 000 people were 9.24% and 7.64%, respectively. The efficiency differences between the eastern and western regions were mainly affected by the urbanization process, while the northeastern region was mainly affected by the structural contradiction of bed resources. Moreover, urbanization rate and bed number showed negative effects on efficiency in most regions. Conclusion To improve the efficiency of TCM hospitals, it is necessary to balance common patterns and regional heterogeneity, leverage the core supporting role of economic level and human resources, and implement differentiated strategies targeting the core contradictions of different regions. Through connotative development, differentiated measures, and regional coordinated development, the problem of imbalanced and insufficient resource allocation can be addressed, thereby promoting the high-quality development of TCM hospitals.
