摘要:
目的:分析2012—2016年我国31个省份卫生人力资源配置的均等化程度及其影响因素,为实现卫生人力资源的优化配置提供参考依据。方法:利用面板数据构建指标体系,测度卫生人力资源的泰尔指数和变异系数,进而计算卫生人力资源的均等化指数,使用回归分析方法探究均等化指数影响因素。结果:我国31个省份的卫生人力资源均等化程度,城市高于农村,东部地区高于中部、西部地区;经济发展水平、区域人口数量、政府卫生支出等因素对卫生人力资源配置有显著影响。结论:未来应继续深化医疗制度改革,重点提升农村地区、经济发展较落后地区的卫生人力资源分布和均等化程度,因地制宜地促进卫生人力资源的流动,完善医师的培养机制和就业指导政策。
Abstract:
Objective To analyze the degree of equalization of health human resources allocation and its influencing factors in 31 provinces of China from 2012 to 2016,and provide reference for the optimal allocation of health human resources. Methods This paper used panel data to build an indicator system,measured the Thai index and coefficient of variation of health human resources,and then calculated the equalization index of health human resources,and used regression analysis to explore the factors affecting the equalization index. Results The level of health human resources in 31 provinces in China was equal,the city was higher than the rural area,the eastern region was higher than the central and western regions;factors as economic development level,regional population,government health expenditure,etc. have a significant impact on the allocation of health workforce resources. Conclusion In the future,we should continue to deepen the reform of the medical system,focus on improving the distribution and equalization of health human resources in rural areas and areas with less developed economic development,promote the flow of health human resources according to local conditions,and improve the training mechanism and employment guidance policies of physicians.
