摘要:
目的:分析我国公共卫生人力资源配置状况和发展趋势,以期促进我国公共卫生事业的发展。方法:基于《中国卫生统计年鉴》《中国卫生和计划生育统计年鉴》以及各省的卫生服务体系规划要求,收集数据并进行统计分析。结果:近年来,我国加强了公共卫生体系建设,公共卫生人员数量逐步上升,但增速较缓,大部分省份无法完成“每千人口公共卫生人员数0.83人”这一指导性目标,且专业公共卫生机构的人员配置与医院有较大差距,公共卫生人力资源整体配置水平不高。结论:应通过加大财政投入、完善人才培养体系、提高人员薪酬待遇等,进一步优化我国公共卫生人力资源配置。
Abstract:
Objective This paper analyzes the allocation situation and development trend of public health human resources to promote the development of public health in China.Methods Based on the Yearbook of health statistics in China and the Statistical Yearbook of Health and Family Planning in China and the planning requirements of the health service system of each province, the data were collected and statistically analyzed.Results It has strengthened the construction of the public health system, and the number of public health staff has gradually increased in recent years, but the growth rate is relatively slow.Most provinces are unable to achieve the guiding goal of "the public health staff per thousand population is 0.83". And there is a big gap between the staffing of public health institutions and hospitals, and the overall allocation level of public health human resources is not high.Conclusion The allocation of public health human resources in China should be further optimized by increasing financial input, improving the talent-cultivation system and improving the salary and treatment of staff.
