尝试探索“健康优先”与“五位一体”总体布局的深度融合机制，从“五位一体”总体布局的视角构建“健康优先”治理评价指标体系，运用主客观相结合的赋权方法，建立线性加权综合指数评价模型，对2018年我国31个省（区、市）“健康优先”融入“五位一体”总体布局的治理状况进行综合评价和聚类分析。研究发现，整体上我国“健康优先”融入“五位一体”总体布局的治理水平不高，区域间、领域间发展不充分、不平衡，推进高质量可持续发展、缩小区域间总体差异和优化领域间结构，是实现“健康优先”治理现代化的关键。
Abstract:
Try to explore the in-depth integration mechanism of "health first" and "five-in-one" overall layout, and build a "health first" governance evaluation index system from the perspective of "five-in-one" overall layout, using a combination of subjective and objective weighting method, and establish a linear weighted comprehensive index evaluation model, the comprehensive evaluation and cluster analysis were used on the governance status of integrate"health first" into the "five-in-one" overall layout among 31 provinces (autonomous regions and municipalities) in 2018. The study found that, the governance level of integrate "health first" into the "five-in-one" overall layout is not high enough, and there is insufficient and unbalanced development among different regions and fields. It needs to promote high-quality sustainable development, reduces overall regional differences, and optimize the inter-field structure, and it is the key to realize the governance modernization of "health first".
