摘要:
目的：分析我国医保支付政策在医用耗材带量采购中的作用及存在的问题，提出针对性建议。方法：采用文献分析法和政策内容分析法对医用耗材医保支付政策进行分析。结果：医用耗材带量采购的医保支付政策促进医用耗材价格更趋合理；提高了医疗机构参与改革的积极性；降低了企业财务成本，激发了其降价动力；净化了流通环节，降低了交易成本；但也存在未完善非中选产品的医保支付标准、监管力度不够等问题。结论：进一步扩大医用耗材采购范围，提升医保降费空间；坚持医用耗材采购分类管理的思路；制定统一的医保目录和管理办法；建立医保支付监管信用体系。
Abstract:
Objective To analyze the role of China's medical insurance payment policy in the centralized medical consumables volume-based Purchasing and its existing problems, and propose related suggestions. Methods Using literature analysis and policy content analysis method to analyze the medical insurance payment policy of medical consumables. Results The medical insurance payment policy for centralized medical consumables volume-based purchasing has promoted more reasonable prices; increased enthusiasm of medical institutions to participate in reforms; reduced corporate financial costs and stimulated their price cuts; purified circulation links and reduced transaction costs; However, there are some problems such as incomplete medical insurance payment standards for non-selected products and insufficient supervision. Conclusion Further expand the scope of medical consumables procurement and increase the space for medical insurance cost reduction; insist on classified management of centralized medical consumables volume-based purchasing; formulate a unified medical insurance catalogue and management methods; establish a medical insurance payment supervision credit system.
