摘要:
运用泰尔指数，分别从地方财政医疗卫生支出与人口、 GDP、财政支出相匹配的角度，对2009－2013年江西省财政医疗卫生支出的区域差异进行测度和结构分解。结果表明，财政医疗卫生支出存在明显的区域差异，相对于财政支出和 GDP的医疗卫生财政支出地区差异主要由区域内差异引起，相对于以区域人口分布的医疗卫生财政支出区域差异主要由区域间差异引起。对此，提出缩小地区经济差异、加大财政转移支付等建议。
