摘要:

从医疗卫生领域财政投入的现状和意义入手，探讨中央与地方财政事权和支出责任的划分。结果显示，我国的政府卫生支出还有增长的空间，要保证政府投入比例的持续增长, 不仅需要政府加大投入, 更重要是提高财政投入的效率和绩效，确保卫生总费用的合理增长。中央和地方财政事权的不同分担比例体现公平原则，最终目的是建立以人民健康为中心的医疗卫生体系，提高人民的健康水平。

Abstract:

tarting from the status quo and significance of financial investment in the medical and health fields, the division of central and local financial affairs and expenditure responsibilities was discussed. The results showed that there was still room for growth in government health expenditures in China. To ensure the continued growth of government investment, it is necessary not only for the government to increase investment, but also for improving the efficiency and performance of financial input and ensuring a reasonable increase in total health expenditure. The different proportions of central and local financial powers reflected the principle of fairness. The ultimate goal is to establish a health care system centered on people's health to improve people's health.
