摘要:
2014年以来，基本药物制度的核心主导地位未能有效凸显；从当前的政策走向来看，基本药物免费提供将是体现其核心主导地位的一个趋势。基于此，本文以费用为基础，探究我国基本药物全额保障的实现路径。首先在基层医疗机构对高血压、糖尿病等常见慢性病患者免费提供基本药物，同时兼顾临床必需儿童基本药物，在此基础上，逐步将二级医疗机构和三级医疗机构纳入免费用药体系中，进而实现基本药物的全面全额保障。
Abstract:
The core dominance of the essential drug system(since 2014) has not been effectively highlighted. From the current policy perspective，the free provision of essential drugs will be a trend that reflects its core dominance. Based on this，this article explored the realization path of the full guarantee of essential drugs in China based on the cost. Firstly，in the primary medical institutions，the essential drugs for patients with common chronic diseases such as hypertension and diabetes should be provided free of charge，as well as that for children. On this basis，the secondary medical institutions and tertiary medical institutions will be gradually included in the free drug use system to achieve full guarantee of essential medicines.
