目的:测量和评价2010—2016年我国31个省市医院的效率和全要素生产率。方法:收集31个省市医院投入、产出指标面板数据,采用Bootstrap-DEA方法计算其技术效率和纯技术效率,采用Bootstrap-Malmquist-DEA纠偏方法计算其全要素生产率、技术效率变动和技术变动。结果:全国医院技术效率呈上升趋势,东部地区医院的技术效率和纯技术效率最高;全国医院全要素生产率、技术效率变动和技术变动整体呈下降趋势。结论:今后医改政策和政府卫生投入应更多关注中部地区。
Abstract:
Objective To measure and evaluate the efficiency and total factor productivity of hospitals in 31 provinces and cities in China from 2010 to 2016. Methods The panel data of input and output indicators of 31 provinces and municipalities were collected. The technical efficiency and pure technical efficiency were calculated by Bootstrap-DEA method. The total factor productivity,technical efficiency changes and technical changes were calculated by Bootstrap-Malmquist-DEA correction method. Results The technical efficiency of hospitals in the country showed an upward trend. The technical efficiency and pure technical efficiency of hospitals in the eastern region were the highest; the total factor productivity, technical efficiency changes and technological changes of the national hospitals showed a downward trend. Conclusion In the future, medical reform policies and government health investment should pay more attention to the central region.
