摘要:
目的：评价我国医疗资源配置与服务利用状况，为科学制定卫生事业发展规划提供参考。方法：运用卫生资源密度指数、基尼系数、依据理想方案相似性的顺序优选技术，评价各地医疗资源配置公平性和医疗服务利用水平。结果：各地区各类医疗资源指标HRDI值自东向西递减；按土地面积计算的基尼系数远高于按人口数量计算的基尼系数；“高医疗资源配置、高医疗服务利用”的省级行政区仅有4个。结论：着力提升西部地区医疗服务的地理可及性；加强中西部区域医疗中心建设和远程医疗技术应用；优化区域医疗卫生规划、提高医疗资源配置效能。
Abstract:
Objective To evaluate the status of medical resource allocation and service utilization in China，and provide reference for the scientific development of health care development plans. Methods The health resource density index，the Gini coefficient，and the sequential optimization techniques based on the similarity of ideal programs were used to evaluate the fairness of medical resource allocation and the level of medical service utilization. Results The HRDI values of various medical resource indicators in various regions decreased from east to west；the Gini coefficient calculated according to the land area was much higher than the Gini coefficient calculated according to the population；there are only four provincial administrative districts that use resource allocation and high medical service utilization. Conclusion It is necessary to focus on improving the geographical accessibility of medical services in the western region，to strengthen the construction of medical centers in the western region and the application of telemedicine technology and optimize regional medical and health planning and improve the efficiency of medical resource allocation.
