摘要:
全面预算是现代医院管理体系的重要组成部分，但当前公立医院在全面预算管理中普遍存在预算松弛行为，极大地弱化了预算功能的发挥，影响了公立医院的长期发展。本文通过分析公立医院预算松弛的成因，从加强信息沟通、改革绩效评价体系、设立有效的预算管理体系和科学制定医院发展目标等方面提出了治理预算松弛的对策建议。
Abstract:
The comprehensive budget is an important part of the modern hospital management system. However， the current public hospitals generally have budget slack behavior in the overall budget management， which greatly weakens the function of the budget and affects the long-term development of public hospitals. This paper proposes countermeasures for the relaxation of governance budget by analyzing the causes of budget slack in public hospitals， and offers suggestions including strengthening information communication， reforming performance evaluation system， setting up an effective budget management system， and scientifically setting hospital development goals.
