摘要:
我国健康扶贫政策成效明显，但贫困人群健康素养未得到切实提升，存在着贫困者个人福利依赖思想严重、社会力量扶贫作用有限、健康扶贫资源割裂运行、相关政策制度滞后等困境。受社会共治理念启示，必须明确政府、社会、个人的责任，才能确保健康扶贫目标的如期实现。基于我国现实需求，提出了应对策略，包括强调贫困对象积极参与、激发社会力量活力、注重整合健康扶贫资源、促进健康扶贫工作法制化。
Abstract:
China's health poverty alleviation policy has achieved remarkable results， but the health literacy of poor people has not been effectively improved. There are difficulties such as the poor individual's dependence on welfare， limited social power poverty alleviation， the separated operation of different healthy poverty alleviation resources， and the lag of relevant policy systems. According the concept of social co-governance， it is necessary to clarify the responsibilities of the government， society and individuals in order to ensure the realization of the goal of health and poverty alleviation. Based on China's actual needs，this paper puts forward a coping strategy， including emphasizing the active participation of poor people， stimulating the vitality of social forces， focusing on integrating health and poverty alleviation resources， and promoting the legalization of health and poverty alleviation.
