摘要:
目的：测算我国中医医院服务效率，为完善和优化资源配置提供参考依据。方法：基于2012—2016年省际面板数据，选取30个省/自治区/直辖市为决策单元，利用DEA方法及Malmquist指数测算各地区中医医院效率及生产率，再利用Tobit模型进行效率影响因素分析。结果：2012—2016年，中医医院全要素生产率呈下降趋势，财政拨款对综合效率影响显著，科研和教育对技术效率影响显著。结论：中医医院综合服务效率呈下降趋势，资源配置水平较低且区域间服务效率差异显著；对此，中医医院发展不仅要注重有形资源投入，更需关注实现持续发展的内在动力。
Abstract:
Objective To measure the service efficiency of Chinese medicine hospitals in China，and provide reference for improving and optimizing resource allocation. Methods Based on the inter-provincial panel data from 2012 to 2016，30 provinces/autonomous regions/municipalities were selected as decision-making units. The efficiency and productivity of Chinese medicine hospitals in various regions were measured by DEA method and Malmquist index，and the Tobit model was used to analyze the factors affecting efficiency. Results From 2012 to 2016，the total factor productivity of Chinese medicine hospitals showed a downward trend. Financial allocations had a significant impact on overall efficiency. Research and education had significant effects on technical efficiency. Conclusion The comprehensive service efficiency of Chinese medicine hospitals was declining，the level of resource allocation was low and the service efficiency between regions was significantly different. For this reason，the development of Chinese medicine hospitals should not only pay attention to the input of tangible resources，but also the internal motivation to achieve sustainable development.
