目的：分析2016—2018年上海市短缺药品特点和使用变化情况，为短缺药供应保障和动态监测提供思路和方法。方法：通过描述性统计分析，并应用拉式指数和帕式指数判断短缺药品价格和用量变化趋势和变化幅度。结果：2016—2018年上海市短缺药品主要为医保目录内药品，分布在不同治疗领域，以心血管系统药物短缺品种居多，以液体制剂为主，主要涉及价格较低的药品；短缺药品价格和用量整体呈上升趋势，但用药结构发生变化，主要表现在高价短缺药品用量减少，低价短缺药品用量增加。结论：整体来看，上海市在短缺药品价格小幅上升的基础上
Abstract:
Objective To analyze the characteristics and changes in the shortage of drugs in Shanghai from 2016 to 2018，and to provide ideas and methods for the supply guarantee and dynamic monitoring of shortages. Methods Through descriptive statistical analysis，pull index and par index were used to determine the trend and magnitude of the shortage of drug prices and dosage. Results The shortage of drugs in Shanghai from 2016 to 2018 was mainly from the medical insurance catalog，which were distributed in different treatment areas. Most of the shortages were cardiovascular system drugs，liquid preparations，and were low-priced drugs. The shortage of drug prices and dosage were generally on the rise，but the structure of medication had changed，mainly reflected in the decrease in the use of high-price shortage drugs and the increase in the use of low-price shortage drugs. Conclusion On the whole，based on the slight increase in the price of shortage medicines，Shanghai has better protected the balance of supply and demand. Long-term dynamic monitoring of the prices and consumption of shortage medicines should be strengthened to ensure the supply of medicines and reduce the burden of drug use by the public.
