摘要:
通过梳理现行医疗保险给付和筹资方式等在疾病预防上的效用，总结医保给付和筹资方式的制度设计问题；在借鉴发达国家经验的基础上，立足于我国基本国情和医疗卫生服务现状，提出优化医保制度体系、提升医保制度在疾病预防上效用的相关改革建议。
Abstract:
By sorting out the effectiveness of current medical insurance benefits and financing methods in disease prevention，the system design issues of medical insurance benefits and financing methods are summarized. This paper proposed recommendations of optimization in medical insurance system and promotion of the effects of medical insurance system in disease prevention based on the experience of developed countries and China's basic national conditions and the status of medical and health services.
