摘要:
北京石景山长期护理保险试点，在制度安排上坚持广覆盖、保基本、多层次、可持续的原则，具有覆盖全员、多元筹资、保障基本、待遇分级、鼓励居家、适合市情等特点。在总结石景山试点过程中的瓶颈与不足的基础上，提出长期护理保险扩大试点的政策建议：政府主导，加强顶层设计，充分利用商业保险公司专业化、市场化运作机制，实现公共服务管理体制机制创新，促进政府治理体系的现代化建设。
Abstract:
The Beijing Shijingshan Long-term Nursing Insurance Pilot adheres to the principles of wide coverage，basic insurance，multi-levels，and sustainability in terms of institutional arrangements. It has the characteristics of covering all employees，multi-funding，basic guarantees，grading of benefits，encouraging homes，and being suitable for the market. On the basis of summarizing the bottlenecks and deficiencies in the Shijingshan pilot process，it proposes policy recommendations for expanding the long-term care insurance pilot: government-led，strengthening the top-level design，making full use of the professional and market-oriented operation mechanism of commercial insurance companies，realizing innovation in public service management system，and promoting the modernization of the government governance system.
