目的：了解目前重庆市医疗责任保险实施情况和存在的问题，分析解决对策，促进医疗责任保险有效发挥作用。方法：对重庆市医疗责任保险理赔中心进行实地调查和个人访谈。结果：截至2018年，医疗责任保险已覆盖重庆市32个区县，在化解医疗纠纷、维护医疗秩序等方面取得了良好的社会效益，但存在医疗机构投保积极性不高、保险产品自身存在不足和理赔中心法律地位不明确等问题。结论：要积极平衡医疗机构、患方和保险公司三方利益，统一强制推行医疗责任保险，政府加强协调和监管，完善保险产品设计，加强理赔中心建设和保险宣传推广。
- Abstract:

Objective To understand the current implementation and problems of medical liability insurance in Chongqing, analyze countermeasures, and promote the effective role of medical liability insurance. Methods Field surveys and personal interviews were conducted with the Chongqing Medical Liability Insurance Claims Center. Results Medical liability insurance has covered 32 districts and counties in Chongqing City by the end of 2018,and has achieved good social benefits in terms of resolving medical disputes and maintaining medical order. However, there are low enthusiasm for medical insurance, shortcomings of insurance products, and unclear legal status of the claims center. Conclusion It is necessary to actively balance the interests of the medical institution, patient and insurance company, uniformly enforce the medical liability insurance, strengthen the coordination and supervision of the government, improve the design of insurance products, strengthen the construction of claims centers and the promotion of insurance.
