摘要:
目的：了解安徽省县级综合公立医院运行效率情况，为提高其运行效率和发展质量提供决策依据。方法：采用SE-SBM模型分析样本医院2007—2016年的效率值以及投入和产出指标的投影值。结果：样本医院平均综合技术效率低于1，且各医院之间效率差距较大；县级医院固定资产与编制床位数冗余较严重，门急诊人次与实际占用总床日数不足较明显。结论：合理控制县级医院发展规模，完善人事薪酬制度，进一步加强医院精细化管理，重视县域卫生资源配置规划并提高其有效性。
Abstract:
Objective To understand the operation efficiency of county-level general public hospitals in Anhui Province, and to provide decision-making basis for improving its operation efficiency and development quality. Methods The SE-SBM model was used to analyze the efficiency values of sample hospitals from 2007 to 2016, and the projection values of input and output indicators. Results The average of comprehensive technical efficiency in pilot hospitals is less than 1, and gap on the efficiency between the hospitals is large. The redundancy of fixed assets and designated bed numbers in county-level hospitals are more serious, and gap between the patient number of outpatient/emergency department and the actually occupied bed numbers are obvious. Conclusion Reasonably control the development scale of county-level hospitals, improve the personnel compensation system, further strengthen the refined management of hospitals, pay attention to county health resource allocation planning and improve its effectiveness.
