摘要:
医药费豁免是在医疗保障框架下对特定弱势群体的一种保护和托底机制。本文在总结医药费豁免的国际经验和中国实践的基础上，从逻辑起点、政策设计、推进路径、配套举措四个方面对完善我国医药费豁免制度进行思考，提出构建分层分类的医药费复合豁免机制及其可能路径，为我国深化医疗保障制度改革提供参考。
Abstract:
Medical fee exemption is a protection and support mechanism for specific vulnerable groups under the framework of medical security.On the basis of summarizing the international experience of medical fee exemption and the practice in China, this paper thinks about the improvement of medical fee exemption system from four aspects:logical starting point, policy design,promotion path and supporting measures.This paper puts forward the construction of a hierarchical and classified compound exemption mechanism of medical fee and possible path to provide reference for deepening the reform of medical security system.
