摘要:
基于业财融合下公立医院全面预算管理的特点，调查分析河南省三级公立医院全面预算管理实施现状，发现全面预算管理事前、事中、事后存在的问题，提出建议：加强顶层设计，明确具体目标；建立管理机制，优化资源配置；建立健全全面预算管理系统，鼓励全员参与，完善考核机制。
Abstract:
Based on the characteristics of comprehensive budget management in public hospitals under the integration of business and finance, this paper investigates and analyzes the current situation of the implementation of comprehensive budget management in tertiary public hospitals in Henan Province,and finds out the problems of comprehensive budget management before, during and after the event, and puts forward suggestions:strengthen the top-level design,define specific objectives;establish a management mechanism,optimize the allocation of resources;establish and improve a comprehensive budget management system,encourage all staff to participate,and improve the assessment mechanism.
