摘要:
新冠肺炎疫情防控初期，公立医院出现了医疗物资短缺、患者收治隔离不及时等现象，表明公立医院对传染性疾病防治的资源配置不足，应对突发公共卫生事件的公益性职能弱化。究其原因有：传统的体制和政策影响、医院自身配置意愿不强及财政预算不足等。对此，提出促进公立医院自觉履行公益性职能的建议：在内部机制方面，公立医院要坚持“以人民为中心”的发展理念，健全现代化治理体系，兼顾公益性和经济效益；在外部环境方面，需优化医疗资源配置，建立考核评价机制，并通过增加投入和补偿，激励公立医院自觉追求公益性目标，提高应对突发公共卫生事件的能力。
Abstract:
At the initial stage of COVID-19 epidemic prevention and control，there were some phenomena in public hospitals，such as shortage of medical materials and untimely isolation of patients，indicating that insufficient allocation of resources for the prevention and treatment of infectious diseases in public hospitals，and weakening of public welfare function to deal with public health emergencies. The reasons are as follows：the influence of the traditional system and policy，the weak willingness of the hospital to allocate itself，the lack of financial budget and so on. Based on these，this paper puts forward some suggestions on promoting public hospitals to perform public welfare functions consciously：in terms of internal mechanism，public hospitals should adhere to the development concept of "people-centered"，improve the modern governance system，and take into account both public welfare and economic benefits. In terms of the external environment，it is necessary to optimize the allocation of medical resources，establish an assessment and evaluation mechanism，and encourage public hospitals to consciously pursue public welfare goals and improve their ability to deal with public health emergencies by increasing investment and compensation.
