摘要:
目的：分析浙江省药品耗材零差率改革后省级公立医院的经济运行情况。方法：从工作量、费用控制、收入结构、成本结构、收支结余、补偿情况以及资金池归集考核七个方面，对浙江省13家省级公立医院（包括综合性医院、专科医院、中医医院）2014—2019年的经济运行情况进行分析。结果：药品耗材零差率改革后，省级公立医院药品收入占比下降明显；但耗材与检查检验收入占比逐年上升，部分挤占了医疗服务性收入的增长空间；医院收入结构实现了正向调整，但收入结构仍有优化的空间。结论：药品耗材零差率改革后，省级公立医院基本破除了“以药补医”，但仍需深入推进医疗服务价格改革，优化医院补偿机制，加强医院运营管理，促进各类公立医院均衡发展。
Abstract:
Objective To analyze the economic operation of provincial public hospitals after the zero profit reform of drug consumables in Zhejiang province.Methods From seven aspects of workload,cost control,income structure,cost structure,balance of income and expenditure,compensation and fund pool collection and assessment,this paper analyzes the economic operation of 13 provincial public hospitals (including general hospitals,specialist hospitals and traditional Chinese medicine hospitals) in Zhejiang Province from 2014 to 2019.Results After the zero profit reform of drug consumables,the proportion of drug income in provincial public hospitals decreased significantly,but the proportion of consumables and inspection income increased year by year,which partly squeezed out the growth space of medical service income;The hospital income structure has been adjusted positively,but the income structure still has space for optimization.Conclusion After the zero profit reform of drug consumables,provincial public hospitals have basically eliminated the "drug-maintaining-medicine",but it is still necessary to further promote the price reform of medical services,optimize the hospital compensation mechanism,strengthen hospital operation and management,and promote the balanced development of all kinds of public hospitals.
