摘要:
目的：对2018年我国卫生资源配置的效率及其影响因素进行分析，提出政策建议。方法：选取我国31个省（区、市）相关指标数据，运用三阶段数据包络模型进行效率分析。结果: 剔除环境因素和随机噪声的影响后，全国卫生资源配置综合技术效率值由0.859上升为0.893，纯技术效率变化不大，规模效率由0.917上升为0.956；具体来看，中东部地区卫生资源配置效率优于西部地区，环境因素对偏远地区卫生资源配置效率的影响较大，城市化率和文盲率对投入变量具有正向影响，人均地区生产总值和人口密度对投入变量具有负向影响。结论：统筹协调区域发展，采用科学的测算方法，精准补位区域卫生资源配置短板，最终达到优化卫生资源配置的目的。
Abstract:
Objective To analyze the efficiency and influencing factors of health resource allocation in China in 2018 and put forward policy recommendations. Methods This paper selects the relevant index data of 31 provinces (districts and cities) in China and uses the three-stage data envelopment model to analyze the efficiency. Results After excluding the influence of environmental factors and random noise, the comprehensive technical efficiency of national health resource allocation increased from 0.859 to 0.893, the pure technical efficiency changed little, and the scale efficiency increased from 0.917 to 0.956. Specifically, the allocation efficiency of health resources in the central and eastern regions is better than that in the western regions, environmental factors have a greater impact on the allocation efficiency of health resources in remote areas, and the urbanization rate and illiteracy rate have a positive effect on the input variable while the per capita GDP and population density have a negative effect on the input variable. Conclusion Coordinate regional development as a whole, adopt scientific calculation methods, accurately supplement the shortcomings in the allocation of regional health resources.
