摘要:
我国的医养结合PPP项目起步较晚，当前，财政部PPP项目库中处于执行阶段的医养结合PPP项目共有26项。医养结合PPP项目利用政府与社会资本在融资、运营、监管等方面的有机结合，优化了社会融资机制，有效解决了公共产品服务供给效率低下及财政压力较大等问题，但仍存在社会资本参与门槛高、经营回报渠道单一、多头管理且管理效率较低等问题。对此，可鼓励组建社会资本联合体，进行产业延伸，使社会资本获得更多、更广的投资回报，并强化部门之间的协调合作，确保医养结合PPP项目顺利高效实施。
Abstract:
The medical-nursing combined PPP projects started relatively late in China. At present, there are 26 PPP projects in the implementation phase among the PPP projects of the Ministry of Finance. The medical-nursing combined PPP projects optimize the social financing mechanism and effectively solve the problems such as inefficient supply of public goods and services and greater financial pressure by making use of the organic combination of government and social capital in financing, operation and supervision, but there are still some problems, such as high threshold for social capital participation, single channel of operating return, multi-head management and low management efficiency. In this regard, it is necessary to establishsocial capital alliance, carry out industrial extension so that social capital can get more and wider return on investment, and strengthen the coordination and cooperation among departments to ensure the smooth and efficient implementation of medical-nursing combined PPP projects.
