摘要:
从转变发展方式、变革治理模式和优化补偿机制视角出发,研究推动公立医院从高速发展迈向高质量发展的相关要素。经营性是保障公立医院公益性的有效路径,相对于外部制度框架的“治标”,更需要内在运行机制的“治本”。基于此,公立医院高质量发展的支撑要素包括价格机制和价格体系、人力资源、运营管理体系、经营管理自主权,应通过充分发挥价格机制作用,构建外部治理和内部管理双体系,提升医务人力资源价值。
Abstract:
From the perspective of changing the development mode, changing the governance mode and optimizing the compensation mechanism, this paper explores the relevant elements of promoting the development of public hospitals from high-speed to high-quality development, and holds that management is an effective way to ensure the public welfare of public hospitals. Compared with the "temporary cure" of the external institutional framework, it needs the internal operating mechanism to "get to the root of the problem". Based on this, this paper discusses the supporting elements of high-quality development of public hospitals--price mechanism and price system, human resources, operation and management system, operation and management autonomy, by giving full play to the role of price mechanism, building a dual system of external governance and internal management to enhance the value of medical human resources.
