摘要:
国际经验表明,“可避免住院”在评估初级卫生保健可及性和质量等方面具有重要价值。借鉴国际经验,我国应以哮喘、糖尿病、高血压、慢性阻塞性肺疾病和充血性心力衰竭等国际公认的可避免住院疾病为基础,制定符合我国国情的可避免住院界定标准及疾病名单,提高可避免住院疾病的门诊报销比例,根据主要影响因素采取有针对性的干预措施。
Abstract:
International experience has shown that "avoidable hospitalization" is of great value in assessing the accessibility and quality of primary health care. Lessons from the international experience, it is necessary to formulate the definition standard and disease list of avoidable hospitalization in line with national conditions based on the internationally recognized avoidable hospitalization diseases such as asthma, diabetes, hypertension, chronic obstructive pulmonary disease and congestive heart failure, increase the proportion of outpatient reimbursement for avoidable hospitalization diseases, and take targeted intervention measures according to the main influencing factors in China.
