摘要:
近年来，我国精神疾病患病率不断提高，精神疾病防治工作面临严峻挑战，三级公立精神专科医院的发展和建设尤为重要。本研究基于PEST-SWOT模型，剖析三级公立精神专科医院发展的内部环境（自身优势和劣势），以及面临的外部环境（机遇和威胁），并从政治、经济、社会、技术4个方面对外部环境进行细致分析，提出4种发展战略：增长型战略、扭转型战略、多元化战略、防御性战略。
Abstract:
In recent years, the prevalence of mental illness has been increasing in China, and the prevention and treatment of mental illness is facing serious challenges. The development and construction of tertiary public psychiatric hospitals are particularly important. Based on the PEST-SWOT model, this study analyzes the internal environment (advantages and disadvantages) of tertiary public psychiatric hospitals development, as well as the external environment (opportunities and threats) it faces, and analyzes external environment by four aspects of politics, economy, society, and technology. It suggests four development strategies: growth strategy, reversal strategy, diversification strategy, and defensive strategy.
