摘要:
医疗大数据共享具有价值广泛性、分析相关性、使用非竞争性、趋向异化性的特点。在医疗实践中，大数据共享易受一些因素的制约，如隐私泄露、数据安全、数据异构、数据孤岛、人才不足等，对此必须加强治理：反对数据主义，促进责任伦理道德养成；明晰医疗大数据的权属，解决“不愿共享”问题；加强标准化体系建设，解决“不能共享”问题；完善医疗大数据安全保障机制和监管制度，解决“不敢共享”问题。
Abstract:
Medical big data sharing has the characteristics of extensive value, analytical relevance, non-competitive use, and tendency toward alienation. In medical practice, big data sharing is easy to be restricted by some factors, such as privacy disclosure, data security, data heterogeneity, data island, and insufficient talents. In this regard, governance must be strengthened: oppose dataism and promote the cultivation of responsibility ethics; clarify the ownership of medical big data to solve the problem of "unwilling to share"; strengthen the construction of standardization system to solve the problem of "can't be shared"; improve the security mechanism and supervision system of medical big data to solve the problem of "afraid to share".
