摘要:
基于爱德华政策执行模型，从交流与沟通、资源、执行者偏好、官僚组织结构四个方面对住院医师规范化培训政策进行综合分析，发现其政策标准不完善且与已有政策存在冲突、财政投入不足且师资力量水平不齐、带教老师教育意识不足、部门联动衔接机制不完善等问题。建议采取完善政策执行标准、加强师资队伍建设、提升带教意识、建立部门联动机制等措施，进一步完善住院医师规范化培训政策。
Abstract:
Based on the Edward policy implementation model, this paper comprehensively analyzes the standardized training policy for resident physicians from four aspects: communication and communication, resources, executor preference and bureaucratic structure. It is found that its policy standards are not perfect and conflict with existing policies, the financial investment is insufficient and the level of teachers is not uniform, the education awareness of teachers is lacking, and the linkage mechanism of departments is not perfect. It is suggested that measures should be taken to improve the policy implementation standards, strengthen the construction of teaching staff, enhance teaching awareness and establish a departmental linkage mechanism to further improve the standardized training policy for resident physicians.
