摘要:
对长三角地区异地就医门诊费用直接结算现状进行分析，并结合实地访谈，总结典型地区异地就医门诊费用直接结算模式，从政策及经办层面梳理其中的难点，并提出政策建议：统一各统筹区门慢门特保障范围；提高医保结算系统的稳定性和响应度,推行全国统一的医保编码体系；推行“一单制”结算，提高参保人保障水平；协同异地就医与分级诊疗政策，强化异地就医费用监管。
Abstract:
This paper analyzed the current status of immediate settlement for off-site outpatient medical care in the Yangtze River Delta region, and conducted interviews to summarize the immediate settlement model for off-site outpatient medical care in typical areas. Through a deep insight into policies and management, this study found out some difficulties and then put forward several policy suggestions. Firstly, Unifying the reimbursement coverage of outpatient chronic and specific disease in all pools. Secondly, improving the stability and responsiveness of the medical insurance settlement system, and implementing a unified national medical insurance coding system. Thirdly, implementing "insurance-unified system" to improve the medical security of residents. Finally, coordinating off-site medical care policy and hierarchy medical system to enhance the supervision of medical costs in off-site medical care.
