通过建立SWOT-CLPV模型，分析医保待遇清单制度内外部环境中存在的有利和不利因素，在此基础上进行抑制性、杠杆效应、问题性和脆弱性分析。结果显示，医保待遇清单制度具有保障公平性、可持续等优势，有利于提升人民群众健康保障水平；同时，当前形势下医保待遇清单制度在执行过程中会遭遇地方政府缺乏积极性、配套政策措施不完善等阻力。据此，提出医保待遇清单制度的四种执行策略，推动政策顺利实施。
Abstract:
This study used SWOT-CLPV model to analyze the favorable and unfavorable factors in the internal and external environment of the medical insurance treatment list system. Then the inhibition, leverage effect, problem and vulnerability were analyzed. Results showed that the medical insurance treatment list system had advantages of equality and sustainability, which was conducive to improving the health security. However, the implementation of the medical insurance treatment list system may encounter the lack of enthusiasm of local governments and the lack of supporting policies and measures. This study put forward four strategies to promote the implementation of medical insurance treatment list system.
